From: city of Winona The city of Winona is pleased to announce it has been selected to receive a $503,760 grant from the Federal Home Loan Bank of Des Moines (FHLB Des Moines) through the competitive Affordable Housing Program (AHP). The city of Winona’s grant award for the Ability Home Rehabilitation Program, which was sponsored by Merchants Bank, supports the rehabilitation of 20 affordable, owner-occupied housing units in Winona.
